City of Downey Website Accessibility, Policy and Privacy Statement
The City of Downey (the "City") recognizes the importance of protecting the privacy of the users of this website. The City's website is a fundamental communication tool for providing critical and informative City information and interactive services to its citizens. The goal of the City's website is to encourage user participation in City government, to enable electronic service delivery to the public, and to help create a better city.
The following information explains the City's policy regarding any information you may supply when visiting www.downeyca.org and affiliated pages that are part of the City's official website and any information that may be provided to the public by the City's official site.
Accessibility of Website
The City of Downey is committed to making its electronic and information technologies accessible to individuals with disabilities by meeting or exceeding the requirements of Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended in 1998. Section 508 is a federal law that requires agencies to provide individuals with disabilities equal access to electronic information and data comparable to those who do not have disabilities, unless an undue burden would be imposed on the agency. We work to comply with Section 508 as well as 2.0 A and AA referring to website accessibility standards. The Section 508 standards are the technical requirements and criteria that are used to measure conformance within this law. More information on Section 508 and the technical standards can be found at www.section508.gov.
If you require assistance or wish to report an issue related to the accessibility of any content on this website, please email the City of Downey’s webmaster at firstname.lastname@example.org.
Collection of Information
Through the City's website, the public has opportunities to share personal information on-line with the City in order to facilitate better correspondence and service. This information includes, but is not limited to, e-mail addresses, addresses, and other personal information. The City does not use its website to collect personal information for any purpose other than to respond to a user's request or input, or to complete an on-line transaction. The City does not create individual profiles with the information provided by users of this site.
Use of Information
The City's goal in collecting personal information on-line is to provide you with the most personalized and effective service possible. By understanding your needs and preferences, the City will be better able to provide you with improved service. For example, using e-mail addresses provided at registration or otherwise, users are giving the City permission to periodically send out e-mail updates on such topics including, but not limited to, city events, employment opportunities, and city government agendas for meetings.
If a user chooses to use the City's website's electronic-government capabilities to conduct business with the City, the information collected will only be that which is necessary to provide the information or services the user requests, just as a person might provide such information when visiting City Hall or another City office in person. The information collected is subject to the same controls and uses as that collected by City offices visited in person. You do not have to provide personal information to visit the City website or download information from the site.
Confidentiality of Information
The City will not disclose to the public personal information which the City receives on-line pursuant to Government Code § 6255, unless disclosure is otherwise required under federal or state law, including, but not limited to the California Public Records Act, or by court order or decree. The City understands that users of this website have an expectation that their personal information will remain private to the extent permissible by law.
The City will use best efforts to maintain the confidentiality of information it receives on-line to the same extent it is legally able to do so with respect to information obtained through other means. The City will not sell such personal information to third parties or private organizations.
The City also does not release any information about the collection of Internet Protocol addresses to any third party, unless disclosure is required by the California Public Records Act or by court order. The City's website archives web server log files in order to create aggregate statistical reports, detect errors, and for security reasons. Aggregate reports about website visitors are generated. The City will use best efforts not to have these reports contain any personally identifiable information. The web log files are eventually deleted.
The City site may use "cookies" to help you personalize your on-line experience. A cookie is a text file that is placed on your hard disk by a web page server. Cookies cannot be used to run programs or deliver viruses to your computer. Cookies are uniquely assigned to you, and can only be read by a web server in the domain that issued the cookie to you.
One of the primary purposes of cookies is to provide a convenience feature to save you time. The purpose of a cookie is to tell the web server that you have returned to a specific page. For example, if you personalize the City's pages, a cookie helps the City to recall your specific information on subsequent visits. This simplifies the process of recording your personal information.
You have the ability to accept or decline cookies. Most web browsers automatically accept cookies, but you can usually modify your browser setting to decline cookies if you prefer. If you choose to decline cookies, you may not fully be able to experience the interactive features of the City's services or websites you visit.
