Gilbert A. Livas is the City Manager for the City of Downey. Mr. Livas is responsible for managing the activities and operations of the City. He appoints all City Department Heads, prepares the City budget, makes recommendations to the City Council, and exercises administrative control of City government.
Mr. Livas has over 25 years of experience in the field of Community Development and has worked for both the private and public sector. Mr. Livas worked as the Community Development Director for the City of Bell Gardens and the City of Downey. He was also a founding partner in the firm of Shober-Livas Consulting, a firm specializing in providing relocation services to local governmental agencies. Over the years, his focus of experience has been the development of commercial and residential projects through public-private joint ventures. Mr. Livas received his B.A. from U.C.L.A, attended the Lyndon B. Johnson School of Public Affairs at the University of Texas, Austin, and earned his Masters Degree in Public Administration from Cal State University Long Beach.
