Housing Improvement Loan Program

This program provides zero-interest deferred loans of up to $30,000. Eligible homeowners can do a variety of interior and exterior remodeling projects such as kitchen and bathroom upgrades, new roofs, insulation, electrical improvements and copper plumbing. Other popular projects include painting, floors, windows, replacing worn-out waterheaters and furnaces and other projects to remodel your home and make it more energy efficient.

Senior Paint & Fix Up Program

This FREE program is for seniors (62+). Get your house painted for free and have smoke alarms and deadbolts installed as well! Other minor repairs like replacing broken windows can also be done free of charge. 

Home Modification Program

This FREE program for seniors (62+) and the disabled provides for the installation of upgrades such as the installation of grab bars, handrails, raised toilets, ramps and other projects to make your home safe and efficient.

All program applicants must reside in the City of Downey and have annual gross household incomes below the following limits:
