Special zoning includes specific areas within the City where the the bulk of development is planned to occur.  These areas can be described as Specific Plans. A Specific Plan is a document designed to implement the goals and policies of the General Plan. Specific plans contain detailed development standards, distribution of land uses, infrastructure requirements, and implementation measures for the development of a specific geographic area. 
Unlike the citywide zoning ordinance, however, specific plans are targeted to specific planning areas. This allows for greater flexibility and provides an opportunity to focus regulations and standards on the goals of a specific geographic area.
