Luis H. Marquez of District 1

Council Member Luis Marquez's humble beginnings and family values of hard work, civic responsibility and community service led him to a career in public service. First elected to the Downey City Council in November 2008, Council Member Marquez was re-elected to a second term in November 2012 based upon his reputation for helping government deliver for the needs of the people it serves. His results-driven leadership skills have been honed over an eighteen-year career in the public, nonprofit and private sectors. His experience in the state Senate and Assembly have given him expertise in legislative, transportation, water, environmental, economic development and educational matters. He is also a small business owner with a keen understanding of the needs of local families and businesses.

Born in Villanueva, Zacatecas, Mexico, Council Member Marquez, like many Americans, immigrated to the United States at the age of four. He grew up in a tough South Central Los Angeles neighborhood, but the strong support from his parents and teachers kept him focused. Council Member Marquez attended California State University Northridge, as a Chicano Studies and Film Production major. His strong commitment to residents and businesses, to public safety and quality of life, and to smart economic development are a few of the reasons the City of Downey continues to be one of the most economically vibrant and safest cities in the state.
