RENTAL PROPERTY IMPROVEMENT
Rental Rehabilitation Assistance Programs
The City of Downey offer a program for the repair and improvement of rental property with
seven units or less.
The Cash Rebate Program reimburses rental property owners 25% of the total cost of
improvements, for a maximum rebate of $12,500. Eligibility is determined by tenant and
rental data, whereas 50% of the units' rents must be at or below the Federal Housing and
Urban Development Department fair market rents, and tenants in those units must be paying
less than 40 percent of their gross income for rent.
Examples of eligible improvements and repairs for Cash Rebate program includes electrical
and plumbing work, kitchen and bath remodeling, painting, and roof replacement.
