The Downey Youth Commission serves in an advisory capacity to the Downey City Council and comprises of 15 high student representatives who reside in the City of Downey.
The goals of the Downey Youth Commission are to provide:
- Leadership development;
- Civic/local government education;
- Youth input to the City Council; and
- Completion of annual assignments/priorities from the City Council.

The Downey Youth Commission meets on the third Thursday of each month from September through May of each year.
