COUNCIL APPOINTED BOARDS, COMMISSION & COMMITTEES

 

Application Process:

Downey residents who are interested in serving on a City Board, Commission or Committee, can apply by using the fillable application below and returning it to the Downey City Clerk’s Office. Per the City’s Charter, applicants must be registered voters of the City in the Council District in which they wish to serve on. The members of any board, commission or committee shall serve for terms which shall commence with the start of the appointing Council Member’s term of office and shall end upon the end of the Council Member’s term or upon a vacancy in that Council District.

Local Appointments List – Maddy Act

In compliance with the requirements of Government Code Section 54972 (Maddy Act), the following appointment list of the City of Downey Commission, Board and Committee members is posted on an annual basis by December 31.

 The City’s current active Commissions, Boards and, Committees are: 

  • Board of Building Appeals (5 members)
  • Independent Citizens’ Oversight Committee (5 members)
  • Library Advisory Board (5 members)
  • Planning Commission (5 members)
  • Public Works Committee (10 members; 2 appointed by each Council Member)
  • Recreation and Community Services Commission (5 members)
  • Youth Commission (15 members; 3 appointed by each Council Member)

Per the City of Downey’s Charter Section 902, at least one Commissioner/Board Member shall be appointed from each of the five City Council Districts. Commissioners/Board Members must be registered voters of the City. Members shall serve for the term of the appointing Council Member so long as they continue to be domiciled within the district from which they were appointed during their term, and until their respective successors are appointed and qualified. The Council shall have the authority to extend or shorten the terms of the incumbent members of Commissions or Board Members. A vacancy occurring before the expiration of a term shall be filled by appointment for the remainder of the unexpired term.
