General Municipal Elections are held in the City of Downey on the first Tuesday following the first Monday in November of even-numbered years.
City Council Election
November 6, 2018, for two (2) Members of the City Council from District Nos. 2 and 4, for a four (4) year term of office .
In order for a person to be eligible for candidacy for the office of Council Member, Downey City Charter Section 501 requires a person to be a registered voter and be a resident of the District for thirty (30) days prior to the first day which candidates for office are permitted to file Nomination documents – July 16, 2018. Prior to issuing Nomination documents, the voter registration of all prospective candidates will be verified with the Los Angeles County Registrar-Recorder.
Nomination papers for City Council can be obtained at the City Clerk’s Office from July 16, 2018 through August 10, 2018, Monday through Friday, 7:30 a.m. to 5:30 p.m. Please contact the City Clerk’s Office to schedule an appointment to obtain Nomination papers (562) 904-7280.

Voter Registration Information
To be eligible to vote in California you must:
- Be a United States Citizen
- Be at least 18 years of age on or before the day of the election
- Be a resident of the State of California
- Not be in prison or on parole for the conviction of a felony
How and Where Do I Register to Vote?
To register to vote you must obtain and complete a voter registration form available at:
- Los Angeles County facilities, City of Downey facilities, and your local libraries and post offices.

Do I Need to Re-Register?
You must re-register to vote if you have moved, changed your name, or if you wish to change your political party affiliation. The deadline to re-register is 15 days before the next election. If you have not returned a vote-by-mail for two (2) consecutive Statewide General Elections, your name will be deleted from the vote-by-mail voter list and you will need to re-register.
Permanent Vote-By-Mail Voter Status
Under State law a voter may apply for a permanent vote-by-mail status. As a permanent vote by mail voter, you will no longer have to apply for future elections. A ballot will automatically be mailed to you for each election in which you are eligible to vote. You can complete the ballot at home and returned it by mail.
