These forms and applications are available for those who want to register a commercial business, establish a home-based business, obtain a temporary sign permit, and file a land use permit application. Note that all applications are required to be submitted in person, to the Planning Division, during business hours.

We are transitioning from paper application/plan submittals to electronic submittals.  

The City of Downey Planning Division is excited to announce the implementation of the Accela Citizens Access (ACA) portal effective June 1, 2026. The expanded online submittal system is being implemented in phases to help facilitate a smooth transition for our customers.
