Stormwater pollution happens when rain and runoff pick up contaminants from streets, businesses, construction sites, and yards, then flow through storm drains directly into local waterways without treatment. Common pollutants include motor oil, anti-freeze, pesticides, fertilizers, paint waste, trash, and pet waste. These pollutants harm drinking water, wildlife, and public health.
How to Prevent Stormwater Pollution
- Clean paint tools indoors; never rinse paint into gutters or streets.
- Leave grass clippings on your lawn (grasscycling) or place yard waste in green bins.
- Avoid over‑watering to prevent runoff carrying chemicals into storm drains.
- Always pick up pet waste—rain can wash bacteria into waterways.

Commercial & Industrial Requirements
Businesses in Downey must comply with the Los Angeles Region MS4 NPDES Permit. The City maintains an inventory of facilities and conducts unannounced inspections to ensure required Best Management Practices (BMPs) are in place.
