The Downey Public Safety and Local Control Measure
On November 5, 2024, Measure D was approved by 67% of Downey voters. Measure D is a ¼ cent sales tax measure known as the “Downey Public Safety and Local Control Measure,” which will result in approximately $6 million of new revenue to the City, annually.
Measure D will help enhance and maintain City owned public safety services. For example, it will help maintain 911 emergency response times, prevent crimes including thefts & burglaries, and provide adequate police patrols in neighborhoods and business areas.
Thanks to Measure D, the City Council recently approved the funding of the following new positions within the Downey Police Department:
- 8 Full Time Sworn Patrol Officers
- 1 Traffic Police Officer
- 1 Traffic Detective
- 2 Officers/Corporals in Detectives
- 1 Full-Time Office Assistant
- 1 Full Time Training Coordinator
- 2 Forensic Specialists
- 1 Property Room Technician
With this police force expansion, Downey residents can expect improved police response times, greater visibility of law enforcement personnel, and an overall enhancement of public safety services.

Oversight of Measure D
On April 8, 2025, the Downey City Council adopted Resolution No. 25-8294 expanding the duties of the Independent Citizens' Oversight Committee to include oversight of Measure D revenues and expenditures. The Committee was originally created by Resolution No. 16-7657 in 2016 to provide oversight of Measure S funds and will now review the City's revenues and expenditures for both Measures. Additionally, it will review annual audit reports and make at least one written annual report per Measure to the City Council at a public meeting summarizing the Committee's findings.
