The City of Downey is providing one-time security rebates of up to $250 maximum for residents and up to $1,500 maximum for business owners to help defray the cost of new, first-time security systems for their homes or non-residential/commercial properties (businesses). The rebate program is offered on a first-come, first-serve basis to residents and business owners who purchase and install security systems on their property, subject to the eligibility requirements below. Rebates are available until program funding is expended. Replacement or upgraded security systems are not eligible for this rebate program.

Home Rebate Program - Resident Eligibility
- Reside in Downey and have a valid government issued ID displaying City of Downey residential address.
- Have a current utility bill (water, electricity, gas, phone) registered in your name to your City of Downey residential address, matching the Downey address on your valid government issued ID. Utility bill must be dated within 60 days of when you submit your application.
- Copies of receipt/s showing purchase of equipment. Must be purchased within the last 60 days of submitting application for the program.
- Own or rent a City of Downey residence where the security system will be installed.
If currently renting, a signed letter from the owner of the Downey residential property is required expressly giving written consent to you to install the security system on the residential property
To be eligible for the residential rebate, each security system must meet the following requirements:
- Security systems such as equipment and approved accessories must be brand-new, in original packaging and non-refurbished. Security equipment may include surveillance cameras, alarm systems, motion sensors, floodlights with cameras, and doorbell cameras. The rebate does NOT include hardware or installation costs.
- If purchasing/installing cameras, they must be installed on the exterior of the property prior to rebate application submission.
- Security equipment must be installed for a residence in Downey. Installation photographs must be submitted with application.
The maximum residential rebate is $250 per Downey residential address (1 rebate per property or owner).
The rebate is one-time only, exclusively for the cost of the security enhancements, and does not include any applicable tax or ongoing software, monitoring or installation costs.

- Have a current utility bill (water, electricity, gas, phone) registered in business name to your City of Downey business address, matching the Downey address on your City issued business license. Your utility bill must be dated within 60 days of when you submit your application.
- Copies of receipt/s showing purchase of equipment. Must be purchased within the last 60 days of submitting application for the program.
- Own or rent the City of Downey non-residential property where the security enhancements will be installed.

To be eligible for the business rebate, each security system must meet the following requirements:
- Security systems such as equipment and approved accessories must be brand-new, in original packaging, and non-refurbished. Security equipment may include surveillance cameras, alarm systems, motion sensors, floodlights with cameras, and doorbell cameras. The rebate does NOT include hardware or installation costs.
- If purchasing/installing cameras, they must be installed on the exterior of the property prior to rebate application submission. Camera angle(s) must capture any of the following location(s):
- Business front door
- Business driveways/business parking lot
- Business property front, rear or side facing street
- Business front and perimeter of the exterior property
- Security equipment must be purchased and installed for a business in Downey. Installation photographs must be submitted with application.
The maximum business rebate is $1,500 per Downey business (1 rebate per property or owner).
The rebate is one-time only, exclusively for the cost of the security enhancements, and does not include any applicable tax or ongoing software, monitoring or installation costs.
